Professor Pandit, working among the admirable group of philosophers at the University of Delhi, has written a fundamental criticism and a constructive re-interpretation of all that has been preserved as serious epistemological and methodological reflections on the sciences in modern Western philosoph- from the times of Galileo, Newton, Descartes and Leibniz to those of Russell and Wittgenstein, Carnap and Popper, and, we need hardly add, onward to the troubling relativisms and reconstructions of historical epistemologies in the works of Hanson, (...) Kuhn, Lakatos and Feyerabend. His themes are intrigu ing, set forth as they are with masterly case studies of physics and the life sciences, and within an original conceptual framework for philosophical analysis of the processes, functions, and structures of scientific knowing. Pandit's contributions deserve thoughtful examination. For our part, we wish to point to some among them: (1) an interactive articulation of subjective and objective factors of both problems and theories in the course of scientific development; (2) a striking contrast between the explanatory power of a scientific theory and its 'resolving power', i. e. Background The post-trial period is the time period after the end of study drug administration. It is unclear whether post-trial arrangements for patient surveillance are routinely included in study protocols and consents, and whether research ethics boards (REB) consider the post-trial period. Objectives The objective was to determine whether trial protocols and consent forms reviewed by the REB describe procedures for post-trial period surveillance. Methods An observational study of protocols of randomised trials of chronic therapies for cardiac conditions, approved by (...) the REB of two academic institutions affiliated with the University of Toronto in Canada (University Health Network and Mount Sinai Hospital) from 1995 to 2007. Plans for patient surveillance in the post-trial period described in the protocol or in the consent form before and after REB approval were recorded. Results 42 studies were identified including 18 heart failure and 15 coronary artery disease trials. Only four studies planned a clinical visit after trial termination, and an additional three planned a telephone contact after trial completion. Five trials submitted consent forms to the REB with a discussion of the post-trial period. Conclusions The majority of protocols and consent forms did not discuss plans for post-trial period surveillance. The post-trial period and the REB approval process could be improved by systematic follow-up being described in the protocol and consent form. The small number of trial protocols evaluated in the study may impair the degree to which the results can be generalised. (shrink)

Understanding a proposition for an intelligent agent is an important epistemic concept. We first discuss intuitively general logic characteristics of understanding, and give a language and a semantics containing understanding as a modal operator. Secondly, we develop the system LU for the operator, give some results of its proof theory, and then we prove the frame soundness and frame completeness of LU.

Given its non-invasive nature, there is increasing interest in the use of transcutaneous vagus nerve stimulation across basic, translational and clinical research. Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Patient safety has only recently been subjected to wide-spread systematic study. Healthcare differs from other high risk industries in being more diverse and multi-contextual, and less certain and regulated. Also many patient safety problems are low-frequency events associated with many, varied contributing factors. The subject of this paper is the epistemology of patient safety (the science of the method of finding out about patient safety). Patient safety research is considered here on the background of a risk management framework which requires (...) researchers to: • Understand the context - as a subset of healthcare quality, services and systems research, with technical and human behavioural (cultural) components and a range of external and internal organisational influences, a wide range of research disciplines is necessary • Identify the risks - identify the things that go wrong and the frequency and nature of different types of incidents from sources such as medical record review, observational studies, audit, incident and medico-legal reports • Analyse the risks - deconstruct the things that go wrong, identifying contributing factors and trying to detect trends and patterns in contributing factors, detection, mitigation factors, ameliorating factors and actions taken to reduce risk • Evaluate the risks - decide on priorities, identifying preventive and corrective strategies and judging the risk- and cost-benefit of potential corrective strategies such as standardisation or simplification of a process or device • Manage the risk - evaluate and scope preventive and/or corrective strategies and then implement these, or place the problem on a risk register pending solution, or accept that what is needed is unaffordable • Communicate and consult - use interactive sessions, audit, on-going feedback, reminders and patient mediated prompts • Monitor and review the state of the problem - get baseline trends and patterns so that changes can be tracked and properly attributed to an intervention A hierarchy of levels of evidence has been proposed for clinical research and we argue that insufficient weighting has been given to lower ranked levels of research and to qualitative research, although critical interpretive synthesis is now gaining acceptance in mainstream thinking (e.g. by the Cochrane Collaboration). Fundamental challenges remain including how to grasp the elusive concept of patient safety, how to quantify, characterise and cost the problems, how to judge the extent to which harm can be attributed to errors, violations or system failures, how to identify contributing factors and the extent to which they can be implicated, how to judge whether incidents or their precursors are preventable, how to generate strong evidence to make healthcare safer and how to translate research into practice. Future directions include addressing the mundane as well as rare, dramatic events, and developing further research in non-hospital settings and in developing countries. In summary, a mixture of qualitative and quantitative methods, using information from all available data sources and combining retrospective, real time and prospective study designs, is necessary to address some of the more difficult patient safety problems. Co-hyperintensionality, or hyperintensional equivalence, is a relation holding between two or more contents that can be substituted in a hyperintensional context salva veritate. I argue that two strategies used to provide criteria for co-hyperintensionality fail. I argue that there is no generalized notion of co-hyperintensionality that meets plausible desiderata, by showing that the opposite thesis leads to falsity. As a conclusion, I suggest to take co-hyperintensionality as a primitive and I provide a general criterion of co-hyperintensionality whose content depends on (...) each hyperintensional notion we aim to formalize. In this paper I argue that deontic modals are hyperintensional, i.e. logically equivalent contents cannot be substituted in their scope. I give two arguments, one deductive and the other abductive. First, I show that the contrary thesis leads to falsity; second, I argue that a hyperintensional theory of deontic modals fares better than its rivals in terms of elegance, theoretical simplicity and explanatory power. I then propose a philosophical analysis of this thesis and outline some consequences. In Section 1 I (...) introduce and define deontic modality and hyperintensionality. In Section 2 I give a reductio for the hyperintensionality of deontic modals. If the argument is sound, a useful corollary is that deontic modals are also non-intensional, and therefore possible-world semantics accounts are illfitted for them. I then show how the main result can be strengthened or weakened by varying the definition of logical validity. In Section 3 I give an abductive argument for the hyperintensionality of deontic modals, arguing that with a single move we are able to solve many paradoxes and puzzles traditionally troubling deontic logic. I present a version of a hyperintensional deontic logic in an appendix, which I prove is sound and complete with respect to a version of truthmaker semantics. (shrink)

Partial reasons are considerations in favor of something that, taken individually, are not sufficient to establish an obligation. I consider the extent to which partial reasons are reasons, and why they cannot be reduced to or identified with pro tanto reasons. I lay out two approaches to the content of reasons, the flat theory and the structured theory. I argue that parts of reasons are not partial reasons, by showing that natural ways to represent parts of reasons in the flat (...) theory and the structured theory lead to overgeneration problems with regard to partial reasons. I then formulate two notions of partial reasons: one based on a notion of partial support, which is in turn captured by the notions of full support and partial content, and one based on the notion of in exact verification. I show under which conditions the two notions of partial reasons (based on partial content, and based on inexact verification) coincide. (shrink)

Each section closes with a fictional dialogue between the men who set the problems. The author hopes that students will find the easy selections provocative and so be encouraged to (...) attempt the less readily understandable. The sections are designed to lead into one another, from "Political and Social Philosophy," with which most students have some acquaintance, to other areas, each presupposed by those preceding, that is, to "Ethics and the Moral Life," "Philosophy of Religion," "Theory of Knowledge and Experience," and finally to "Metaphysics." The selections are fresh, varied, and well-chosen to stimulate discussion.
